I have no idea on the origins of the statement but it is a very common one used by vets in various message board signatures on other PTSD and VA sites. I give them all the credit in the world and the deepest respect for their dedication to defending our country.
Dien Cai Dau literally and figuretively means crazy in the head. It has nothing to do with Kicking Rooster implicitly or explicitly. Hope you will make the correction. What would be interesting is information on who came up with the phrase and design. It is cool. I might buy it for the family.
