Louis Benoit van Houtte (1810 Ypres - 1876 Ghent) was a Belgian horticulturist. He is best-known for the journal Flore des serres et des Jardins de l'Europe. He travelled extensively in South America, especially Brazil. The original print was annotated as the Jupiter Dahlia (Rawlings) but this flower also looks like the variety known as Aurora's Kiss. The Dahlia flower is named after the 18th Century Swedish botanist Anders Dahl. The plants are originally native to Mexico and Central America.
