A Hmong mother was at the US immigration office and one of the entrance question was, "What state is Sacramento in?" The Hmong woman did not know the answer, so she made the following comment to her friend, "Kav Liam Foom Niam" which literally translates to "Foget it Fong's mother". She was then admitted to the U.S. based on the comment she made to her friend. This design is based off the California automobile license plate.
