Political prisoners? I would call this gallows humour, but I do not believe Illinois actually hangs corrupt public officials. The seal of the entirely mythical Illinois State Politicians Prison. The seal includes a nasty-looking vulture in flight along with Text reading, "ILLINOIS STATE POLITICIANS PRISON" and "SIC SEMPER FURES" (thus always to thieves).
