It is believed to be a part of an Ancient Roman fountain supposedly depicting Oceanus, or ancient god of river Tiber. In the Middle ages it was believed that if you tell a lie and put a hand in its mouth - it will be bitten off. It became well known after the film "Roman Holiday".
