This is a spoof on the government's Transport Safety Administration (TSA) logo. It has a cartoon eagle with a circle with a slash through it covering its front. Around the outer part of the circular logo, it says: TSA, Thorough Search Administration.
This was inspired by the recent headline of a man who refused to allow an intimate body search at an airport, saying, "If you touch my junk, I'll have you arrested."
