These spiders are super Moms! They carry the egg case (see white case under spider) until the babies hatch. Once hatched, the kids ride on Mum's back until they can survive on their own. Its unusual to find both egg case and babies at the same time, so I think the babies are still hatching in this photo. Babies are on Mum's back.
